PenCom's Ambitious Micro-Pension Plan Targets 80 Million Informal Workers

The National Pension Commission (PenCom) is on a mission to bring Nigeria's informal sector workers into the fold of retirement savings. With a renewed focus on the Personal Pension Plan (PPP), PenCom aims to address the pension gap by targeting the estimated 70-80 million informal workers in the country. This ambitious initiative, as Director-General Omolola Oloworaran emphasized, is a crucial step towards a more inclusive and secure retirement system.

The PPP, a revamped version of the Micro Pension Plan, was introduced to tackle the challenges faced by the initial program. Oloworaran highlighted the inadequate participation levels, noting that the micro-pension program attracted only 200,000 contributors and approximately $1 billion in assets, far from the scale needed to address the issue. She stressed the importance of reaching artisans, traders, gig workers, freelancers, and market operators, who form the backbone of the nation's economy but lack formal pension protection.

Designed with flexibility in mind, the PPP allows workers to start contributing from age 18. It offers a digital contribution system through various channels, ensuring convenience and accessibility. Every contribution is strategically divided into emergency funds and long-term savings, catering to the irregular income patterns of informal workers. PenCom's emphasis on digitalization aims to rebuild trust and reduce barriers, providing contributors with instant acknowledgment and real-time access to their statements.

The PPP's dedicated investment structure offers conservative and growth options, tailored to contributors' preferences. This approach not only deepens financial inclusion but also mobilizes long-term domestic capital, ensuring a dignified retirement for those previously left out. PenCom's commitment to this initiative is evident, as it forms a key pillar of the Pension Revolution 2.0, aiming to expand the Contributory Pension Scheme nationwide.

The initiative has received support from various stakeholders, including journalists, who are encouraged to raise awareness and simplify the PPP's benefits for the public. Addressing informal workers directly, Oloworaran assured them that retirement security is within reach, thanks to this innovative plan. The PPP's success is evident in its growing participation and asset growth, as reported by PenCom, with figures rising from ₦185.18 million in August 2021 to ₦1.58 billion in August 2025.

The acting CEO of the Pension Fund Operators Association of Nigeria, Ms. Anthonia Ifeanyi-Okoro, emphasized the PPP's role in closing the pension gap, ensuring social stability by extending coverage beyond the formal sector. She highlighted the PPP's practicality, offering lower contributions, flexible entry points, digital channels, and portability, making it suitable for irregular incomes. Ifeanyi-Okoro's view is shared by the President of the Pension Correspondents Association of Nigeria, Nana Musa, who stressed the urgency of pension inclusion, especially for the informal sector workforce.

The conference, as Musa mentioned, aims to foster collaboration between regulators, operators, policymakers, labor unions, and the media to make pension participation more accessible and appealing. While progress has been made, there's a consensus that awareness creation, trust-building, and technology-driven enrollment remain crucial areas for improvement.
